Short answer

Yes, for text-message two-factor authentication, but GitHub does not ask for a phone number to create an account. ## How GitHub verifies your number

GitHub's getting-started docs say that to use GitHub.com you need a personal account and a verified email address, and that without a verified email you can't do basic tasks such as creating a repository.
